Key Biscayne is the island Miami keeps for itself — a barrier island beyond the tollgate of the Rickenbacker Causeway, with Crandon Park's beaches at one end, the Bill Baggs lighthouse at the other, and a real village in between: a K-8 school, a green, grocery runs by golf cart, and the Atlantic never more than a few blocks off. The village incorporated in 1991 chiefly to run its own zoning, and the effect is plain — heights stay low, density stays capped, and Oceana, the island's most recent condominium, opened in 2014.
